In 2015, the Faroese Government launched a digitalisation initiative for the purpose of establishing a digital identity, a digital signature, and a citizen portal. The goal was to modernise basic registries in the Faroe Islands.
The consortium of Klintra and Faroese Telecom was awarded the contract and developed the solution.

Digital Identity (Samleikin) is intended for all citizens and digital service providers, both public and private. It offers secure access to banking, tax statements, health information and more, and can be used for legally binding digital signature services.
The solution is based on open-source software whenever possible, and vendor lock-in is limited. Best-of-breed components from different vendors are also utilised.
The solution has a number of innovative elements – among them an online enrolment feature using a Smartphone app, in which the issued digital identities have a ‘substantial’ level of assurance.

The solution rests on three pillars: a PKI system, a SAML2 identity provider and a custom workflow-based RA system. The RA system processes applications for digital identities. In so doing, it interacts with the PKI and IdP systems and a range of national registries, as well as with a cloud-based identity proofing service.
